Monitors and analyses and interprets the operation of the City’s Transportation network with a special emphasis on Transit. Conducts analyses to determine operational deficiencies and make business decisions or recommendations for improvements.
Coordinates the collection and summarization of transit data, analyses and interprets to influence business decisions.
Conducts large scale transit planning studies and recommends measures to mitigate the negative impacts of growth on the transit system.
Provides support and assists in the coordination of studies and research projects related to planning and development, municipal bylaws, legislation and policy that affect or may affect transit.
Conducts service level and ridership analyses to understand how the system is functioning and to identify problems, analyse solutions and make recommendations to transit management.
Liaises with other professionals, government agencies, property owners, consultants, community and business associations regarding transit planning and development matters.
Ensures that public consultation and communication related to mandated areas are conducted in accordance with corporate engagement and public notice policies.
Prepares functional and geometric designs for transit facilities.
Leads multi-disciplinary teams in the preparation and implementation of long term transit plans and initiatives. Coordinates these activities with Planning and Development.
Prepares written and oral reports in response to enquiries of City Council, Committees of Council, senior administration and the public.
Conduct analysis and provides recommendations regarding budget matters within the scope of responsibilities; assists with budget preparation, expenditure analysis and financial planning.
Acts as the Planning Supervisor, when required.
Performs other duties as assigned.
Degree in engineering, urban planning or a directly related discipline.
Registered, or eligible for registration, as a professional engineer in the Association of Professional Engineers and Geoscientists of Saskatchewan or possession of full membership standing in the Canadian Institute of Planners (CIP) and the Association of Professional Community Planners of Saskatchewan (APCPS).
Four to six years’ progressively responsible professional engineering or planning and development experience in a municipal or similar environment.
Thorough knowledge of the principles, practices and objectives of engineering applied to the operation, maintenance and rehabilitation of transportation infrastructure or urban planning
Thorough knowledge of the applicable bylaws, policies and Provincial Legislation and Regulations pertaining to Urban Planning.
Demonstrated ability to lead in a multi-disciplinary environment.
Demonstrated ability to communicate effectively, orally and in writing.
Demonstrated ability to prepare and present complex technical reports.
Demonstrated ability to solve complex problems and manage conflicts in a positive and timely manner.
Demonstrated ability to establish and maintain effective working relationships with the public, the development industry, professionals in various fields and civic officials.
Demonstrated skill in the operation of a computer with current Office applications.
